Hi,
how were the library views made?
Can I place an outline on a board without a netlist?
Can I do this in a way that the designator is the outline name?

Hello Fried!

Components are automatically created when you import a netlist, but you can manually create components.  This is handy for mechanical parts like heatsinks and drill holes which do not appear on the schematic.

Manual component creation is explained in the Help file - in the "Components" tutorial, look for the heading "Creating a Component".

The supplied VeeCAD library files show a board layout with a component for each outline.  I created these the hard way, by manually creating a component for each outline - and typing in the same same name as the outline.

It would be nice if VeeCAD could make those components automatically.  The components are totally optional, since VeeCAD ignores them when reading a library.
