I am not sure whether you are counting holes when using the VeeCAD editor or when building your board, so I will talk about both cases.

In the VeeCAD editor move the mouse cursor to a pin or component etc. and read the X,Y coordinates at the bottom left of the VeeCAD window. I find links make handy lines for defining important areas of the board. I delete the links later on.

When building your board, you can stick X and Y rulers along the board edges as shown in the photo in this post: https://veecad.com/yabb/YaBB.pl?num=1485106546. These rulers will match the rulers that VeeCAD adds to printouts.

You can use the Track Editor (full version) to make a border on your board. Delete strips at the top or bottom edges of the board and shorten strips at the  left and right edges of the board. This gives an attractive result, but you have to hassle with the Track Editor every time you change your board size. I recommend placing links to define the border and only using the Track Editor when the layout is finished.
